  • For the current Internet era, the Greater Hyderabad Municipal Corporation (GHMC) needed solutions that would provide scalability, stability, and availability to its applications

    The initiative of government of Andhra Pradesh's (AP) on transparency, quick turn-around time for citizen services, and city's transformation toward 20th century has led the Greater Hyderabad Municipal Corporation (GHMC) to deploy Oracle. This deployment has enabled GHMC to roll out applications faster with minimal efforts required.

    GHMC was earlier using some small-level computerization based on desperate systems. To meet the growing demands of a vibrant city, it needed to gear up and move to enterprise platforms. Moreover for the current Internet era, a solution was required that would provide scalability, stability, and availability to its applications. To address business objectives it needed solutions like database, middleware, etc.

    Sai Baba, ex-officio chief information officer of GHMC said, "We needed new cutting edge technologies, which would be a platform for launching services and would be beneficial to citizens, and thereby improve the efficiency of GHMC."

    To meet the requirements, it zeroed in on Oracle. This enabled GHMC to roll out applications faster with the trained man power in the organizations. Gaps in the collection of property tax and decision making were also reduced. The solution enabled them to deliver services through e-channels - like e-Seva, AP Online, etc. Before adopting the solution, it used to have a single system, which was prone and have downtime.

    The company has deployed Oracle Grid Computing including Database Enterprise Edition, Real Application Clusters, and Fusion Middleware as the foundation platform for core applications. It's also using Oracle e-Business Suite applications for its internal automation areas - like accounting, procurement, HR, etc.

    "Oracle had provided key inputs when application deployments, migration, etc., happened. This approach will help us to integrate futuristic delivery channels - like ATMs, Kiosks, mobile devices, etc," added Baba.

    With the Oracle solution, GHMC is able to achieve the consolidation of applications, data stores, etc., thereby enabling it to reduce its total cost of acquisition. The company is also able to achieve 24x7 availability with single source of information. Its servers share the user load between systems, which give scalability. The solution enables the company to add more resources as and when businesses demands, and achieve citizen satisfaction by providing uninterrupted services and improving their performance every year by adding new services.

    Oracle has provided a strong team of personnel trained on these technologies. GHMC is now able to manage its infrastructure efficiently, thereby overcoming the challenges.

    GHMC took the approach of decentralized computing at the earlier stages and later moved to centralized approach. They deployed Oracle in 2005. Applications and operations took nearly 1 year to stabilize, as they needed to train their manpower to use these technologies.

    According to Baba, IT plays an important role because it provides solutions where there is a need to automate and create smart work. The results were proven with application deployments in areas of revenue generation, arresting revenue leaks, and increasing the efficiency.

    To maintain customer relationship, the company has deployed 'Parishkruthi' that helps them to clear issues at the earliest, identify problems, and take corrective measures. It's also using IBM eSeries with AIX 5.2, Storage Area Network (SAN), and Oracle 10g database with 2 node RAC. For future deployment, GHMC is looking at areas like mobile workforce management, using RFID to track resources. For town planning activities, GHMC is already in the stage of deploying Spatial Geographic Information System (GIS) technologies .
