The prevailing state of affairs in the political scenario of Bangladesh has predominantly delayed numerous multinational ventures. This has also adversely affected the general IT outlay of the country.
Though the first quarter of 2007 registered a 2.6% growth of PC shipments over the previous quarter, putting off the general elections in January 2007 has resulted in a holdback of PC shipments commercially.
Linus Lai, research and consulting director for IDC's Emerging Asia elaborates, "The postponement of the general elections in January 2007 has contributed to the slowdown of PC shipments in the commercial segment. Although a caretaker government has been appointed, businesses are currently adopting a wait-and-see approach towards their IT spending plans."
However, the consumer market has seen some activities driven by increased end-user awareness and falling PC prices. Moreover, the presence of the dry season in the first quarter has provided buyers with added impetus to purchase PCs at this time.
IDC forecasts a 46.0% Compound Annual Growth Rate (CAGR) from 2006-2011 of notebooks, while desktops are likely to show a CAGR of 25.7%.
Some of the projects that have been delayed include World Bank-funded projects intended for strengthening Bangladesh's local government system and government plans to invest in Smart IDs for voters. Such projects would possibly be revived later this year or after the political crisis is resolved.
The caretaker government has invited 2 major political alliances for a dialogue. It's also planning to tackle corruption, which could be a positive sign of the country's assurance for secure and practical investments, though it could put off the bureaucracy from PC procurements.
IDC's stance is that until the elections are over and the political environment stabilizes, the Bangladesh PC market would not observe an upward trend.
