Haryana Govt's ADHAAR For e-Governance

In a bid to establish a communication channel to support all its e-governance initiatives, the State Government of Haryana is planning to deploy a statewide area network that will connect the state head quarter office at Chandigarh to all the district head quarters at the Block/ Sub-Division/ Tehsil/ Sub- Tehsil levels.

In addition to providing the network, the initiative entitled ADHAAR, will act as intranet between various units in the state and enable the state government to take IT-led citizen services to all the rural areas and manage various state government projects and programmes.

Haryana State Electronics Development Corporation (HARTRON) is the nodal agency of Haryana Government, which will be overseeing the implementation.

Elaborating on the objectives and the services that ADHAAR is likely to facilitate, Anurag Rastogi, Managing Director, HARTRON said, “The main objective of the project is to create a robust networking infrastructure throughout the state which will ensure seamless connectivity, allow exchange of data, voice, images and facilitate such services as email messaging and video conferencing between various state government offices.”

The state-of-the-art network is expected to allow the people of the state get information about various transactions done by all the state government departments at state, district and intra district levels.

HARTRON has issued a public tender and invited bids on behalf of Secretariat for Information Technology, Haryana from networking solution providers and system integrators to design, establish, implement, manage and operate the project.

The tender insists that the service providers will have to operate on the Build Own Operate and Transfer (BOOT) Model for a period of 5 years.

The BOOT model is in accordance with the Government of India’s directives and SPs and SIs will have to adhere to it, explained Rastogi.

HARTRON hopes to complete the entire deployment in a year’s time.

Companies interested in submitting proposals will have to be registered under the Companies Act and have valid ISO 9001 certification with minimum turnover of Rs.125 crores from IT related business in the last financial year 2005-06. The last date for the submission of bids is the 7th August 2006.
